[학술지 특별호-06] Taiwan's Economic Security Strategy in an Era of Techno-Geopolitical Rivalry_Jeremy Chih-Cheng Chang

This article examines Taiwan’s evolving economic security strategy amid the intensifying techno-geopolitical rivalry between the United States and China. It argues that Taiwan’s approach reflects the logic of the weaponization of interdependence theory, demonstrating how a non–great power can employ niche diplomacy to advance its national interests by leveraging its technological advantages. The study analyzes how Taiwan has restructured its economic security architecture along three interrelated dimensions: domestic gatekeeping, alliance alignment, and friend-shoring participation. Domestically, Taiwan has strengthened its unilateral control framework to safeguard critical technologies and regulate cross-border capital and talent flows. Internationally, it has aligned its export control regime with the emerging US-led framework and advanced friend-shoring initiatives that embed its semiconductor industry within allied supply chains while maintaining control over frontier technologies. Collectively, these measures enable Taiwan to mitigate the risks of weaponized interdependence and solidify its role as an indispensable partner in the global high-technology ecosystem.
