Under the leadership of President Xi Jinping, China focused on securing advanced information and communication technology (ICT) through “Made in China 2025”, and the United States had a sense of systemic crisis in terms of national security due to China's technology acquisition based on the close linkage between government and industrial sectors. In 2018, the U.S. pushed ahead with a trade war and decoupling with China as wariness against China grew. Since the former administration of Donald Trump, the US has extensively invoked the export control system to contain China due to security threats.
